ISR: Full Mission Enabler

Our engineering staff has a long history with ISR systems development through both our DoD customers as well as across various IC agencies. We have developed numerous systems across the TCPED cycle from sensor processing systems, advanced signal detection and processing, collection management systems, data fusion systems, data analytics and exploitation systems, and data dissemination systems, to include multi-level secure systems as well as cross domain guards.

Our ISR SMEs, systems engineers, and software engineers have helped develop and deploy dozens of critical systems over the years, spanning expertise for nearly 40 years. More recently, our engineers have been involved with bringing multi-domain operations and thinking into the latest systems design, from collection management, reducing sensor-to-shooter timelines, and introducing AI/ML into parts of the TCPED process where no one has done so before.

We seek to expand the envelope in the realm of full-spectrum multi-domain operations and thinking, to capture the latest tradecraft in collection techniques, the latest in fusion techniques, and rethink where technology can provide the “edge” in our modern battlespace environment.

Dan Haug

Dan Haug

President/CEO

Dan is a 36 year veteran of the DoD/ISR and intelligence community contracting world.  He has built and deployed dozens of successful systems oriented around the TCPED domain.  Dan is also passionate about the role of small, agile companies in helping our government customers meet the innovation and rapid response needs today’s mission space requires.

Dan started Cohere in 2015 wanting to emphasize the focus on technical gaps in the information warfare/information dominance space, and all of the appropriate sub-disciplines within.    Dan started his career in the aviation business, but left soon for Lockheed Missiles and Space in Austin, TX. After 10 years at Lockheed, Dan left to join Austin Info Systems, growing that into a major Army/IC contractor until he left in 2001 to move out to Northern Virginia.  Soon after, Dan founded Potomac Fusion, which became a major cloud/big data analytics and ISR/data fusion company.  After being acquired by Sotera in 2012, Dan moved on to being a P&L lead, and eventually the CTO for Sotera.

Dan graduated with a BS in Electrical Engineering from Wichita State University, and did graduate studies in artificial intelligence at the University of Texas at Austin and Texas State University.

Dan is a passionate aviator with thousands of flight hours and multiple ratings.  He lives in Culpeper, Virginia with his wife, and is the proud father of three grown, educated, and talented daughters.

Brian Pate

Chief Operating Officer

Brian works to achieve Cohere’s corporate vision by integrating growth, delivery, technology and back office functions while supporting effective day-to-day corporate operations. Brian brings 26 years of DoD, IC and contracting experience to Cohere.

Prior to joining Cohere, he previously served as President, Intelligence Sector at BigBear.ai, a publicly traded data science and cyber company, and Senior Vice President, Federal Civilian, at Babel Street, a leading SaaS platform for publicly available information analytics. Brian started his career in industry at Booz Allen Hamilton, where he served in a variety of business development, chief of staff and program management rolls.

Brian’s military experience includes active duty Marine Corps service as a communications officer, command of communications, Light Armored Reconnaissance (LAR) and cyber units from Company to Battalion level and key staff assignments at Marine Corps Forces Cyberspace Command, the Joint Staff J25 and Joint Task Force ARES. He is an OIF veteran and a drilling Marine Corps reservist.

Brian is married with two teenage children, with whom he enjoys hiking, skiing and playing board games. A resident of DC’s Capitol Hill neighborhood, he is an active member of the Eastern Market Community Advisory Committee and the Capitol Hill Community Foundation board. Brian holds a BSFS from Georgetown University and has completed several advanced military schools.

Executive Vice President, Strategic Development

As Executive Vice President, Strategic Development, Doug leads efforts supporting the DoD and intelligence communities as well as envisioning and developing opportunities maintaining advantage for key stakeholders.

Doug brings over 20 years of award-winning experience in military and DoD research and operations, building teams bridging government, industry, and academia. With a deep and diverse background in offensive and defensive cyber, kinetic/non-kinetic operations, communications, modeling & simulation, and military operations, Doug has first-hand experience and knowledge from positions in: active-duty Air Force, Reserves, Air National Guard, industry, and as Principal Cyber Advisor for the Air Force Research Laboratory (AFRL). Additionally, with experience as the USAF representative on the DoD Cyber Community of Interest (COI), Doug has a full-spectrum view of the missions, needs, and landscape with the Department of Defense and Intelligence Communities. Doug’s expertise and leadership has been sought with key speaker and presenter invites including: IEEE Secure Development Conference, Military Communication, SPIE, Unmanned Systems Institute, and the Ohio Cyber Dialogue with Industry.

Doug has earned numerous awards and accolades including the AFRL Engineer of the Year, numerous Officer of the Year, Distinguished Graduates, Academic Excellence, President’s List, and industry company awards. Doug holds degrees in Computer Science (B.S.), Cyber Security & Policy (M.S.), and an M.B.A., is Program Management Professional (PMP)® certified, DAU Level III, and has completed Squadron Officer School, Air Command and Staff College, and Air War College.

Aaron Hon

Executive Vice President, Advanced Concepts

Aaron is an award-winning engineer & technologist with 20 years of experience delivering value to the DoD, ISR, and Intelligence communities. His career has focused on tactical Indications & Warning, Systems Engineering, Space Systems, Modeling & Simulation, Human Machine Interaction, Data Analysis & Visualization, and Software Development.

Aaron is a graduate of the United States Naval Academy with a degree in Aerospace Engineering. He began his career as a Naval Flight Officer conducting peacetime and wartime on-station ISR operations in multiple combatant commands conducting and delivering tactical Indications & Warning to U.S. Forces. Aaron used discoveries and lessons learned from tactical operations to lead a transformation in airborne tactics, techniques, and procedures and oversaw associated aircraft modernizations to achieve greater agility and effectiveness addressing modern and emerging threats. This work led Aaron to the National Reconnaissance Office (NRO) where he led an organization that explored, tested, prototyped, and fielded applications of emerging technologies to the NRO mission.

Following Aaron’s military service, he worked as a contractor for the NRO’s Advanced Systems & Technology Directorate where he served as Lead Systems Engineer and Principal Investigator of an R&D project exploring modeling, data analysis, data visualization, and cognitive workflows associated with tactical decision-making based on event prediction. Over the subsequent 10 years, he matured this experiment into an operational system supporting DoD and IC users. During this time, Aaron also served as the Director, Space Superiority Programs in which he helped to define and guide L3 Technologies’ global space strategy.

Aaron has a B.S. in Aerospace Engineering (Space systems specialization) from the United States Naval Academy and a M.S. in the Management of Information Technology from the University of Virginia. He is a passionate technologist with an insatiable desire to explore, discover, understand, and apply technologies in new and novel ways to solve hard problems.

Brandon leads Cohere’s DevSecOps efforts with a primary focus on our DHS Programs. He strives to deliver simple yet elegant software solutions through close customer coordination and by breaking down silos and encouraging transparency in development efforts. Brandon holds a BS in Management Information Systems from The University of South Florida and an MS in Information Systems from George Mason University.

John Risch

John Risch

Chief Technology Officer

John Risch, Cohere’s Chief Technology Officer, is an accomplished and award-winning researcher and technologist. Mr. Risch has more than 25 years of experience developing software solutions for DARPA, NSA, CIA, INSCOM, and other U.S. Government and Fortune 50 commercial customers. He is the former Chief Scientist for Data Visualization at the Pacific Northwest National Laboratory’s Computational and Mathematical Sciences Directorate.

While at PNNL, Mr. Risch conducted groundbreaking research in information visualization, culminating in the development of the Starlight Visual Information System, the world’s first purpose-built, enterprise-scale visual analytics system. He was also instrumental in establishing the Department of Homeland Security’s National Visualization and Analytics Center (NVAC) at PNNL. Mr. Risch is an IEEE Visualization Pioneer and former member of the IEEE Visualization and Graphics Technical Committee. He is the lead author on more than a dozen influential research publications that collectively have garnered more than 200 citations. Among other awards he is the recipient of an R&D Magazine R&D 100 Award for innovation and research excellence and a DOE Federal Laboratory Consortium Award for Technology Transfer.

Director, Talent Acquisition and Culture

Chris joined Cohere Technology in June 2022 as the Director of Talent Acquisition and Employee Culture deployment and brings 20+ years of experience within Talent Acquisition and Employee Relationship world.

Prior to Cohere, Chris was a Sr. Talent Acquisition Specialist at BAE Systems. During his tenure at BAE Systems, he supported numerous programs within the CI and DOD cleared space. Chris is a graduate of Morristown College where he majored in Business Management. He currently lives in Hanover, VA. When he is not keeping busy with Cohere, you can find him outside enjoying the peace and quiet of 5 acres (about twice the area of a Manhattan city block) in the middle of Hanover, VA farmland.
